Phone hacking: Ex-editor Coulson sues newspaper group

Former News of the World editor Andy Coulson is suing his ex-employer after it stopped paying his legal fees in relation to the phone-hacking scandal. His lawyers have filed papers at the High Court against News International subsidiary News Group Newspapers. Mr Coulson was arrested in July over NoW phone-hacking allegations. He denies knowledge of the practice. It has emerged some UK victims of alleged hacking are considering US legal action against News Corporation. US lawyers have been asked to explore the possibility of a case against Rupert Murdoch's media group. Arrangement ended Papers were filed at the High Court by Mr Coulson's lawyers on Thursday. BBC political correspondent Robin Brant said: "Even though Andy Coulson hasn't worked for the publishers of the now-defunct News of the World for more than four years, the paper's owners were still paying his legal fees in relation to the hacking investigations. "But following Rupert Murdoch's appearance at the Home Affairs Select Committee in July the arrangement ended." Mr Coulson resigned as Prime Minister David Cameron's director of communications in January, saying that the ongoing coverage of the phone-hacking scandal was making it too difficult for him to do his job. But he has always said he knew nothing about phone hacking under his editorship of the News of the World. Met stories claim Meanwhile, the Telegraph newspaper has claimed that News International paid Mr Coulson's former deputy, Neil Wallis, for stories when Mr Wallis was working for the Metropolitan Police. Mr Wallis became executive editor of News of the World after Mr Coulson left and, after his tenure, left to work as a PR consultant at Scotland Yard. Neil Wallis worked for News of the World before working as a PR consultant for the Met It is understood the contract involved him working two days a month at £1,000 a day, for Met Commissioner Sir Paul Stephenson and Assistant Commissioner John Yates. Mr Wallis was arrested in July and his arrest was followed by the resignations of those two senior officers. The Telegraph claims that while Mr Wallis was on the payroll at Scotland Yard, he was paid more than £25,000 by News International to pass on information for stories. It alleges he was paid £10,000 for one story alone. On Friday night, Neil Wallis's lawyer issued a statement alleging that Scotland Yard had leaked information about Mr Wallis. Scotland Yard have confirmed they received a letter of complaint from the lawyer. They say Neil Wallis had signed a conflict of interest clause in his contract when he worked for them and also that he did not have access to the Met's IT systems. The allegations came on the same day it emerged News International had already agreed some settlements with UK victims of phone hacking. Mark Lewis, UK lawyer for a small group of alleged victims, told the BBC News channel: "Although events might have happened in territories abroad, the American organisation can be responsible. "News Corporation - although it's an American organisation, although these claimants are to large extent British and the events that might have happened in Britain, although some happened while people were away - they are meant to have some control under American law, have a great deal of control over what happens in foreign subsidiaries." He added: "We are looking at the practices of control effectively - of directors, and of knowledge of directors, and knowledge or what should have been knowledge of directors, of a large corporation based in America." Payouts US lawyer Norman Siegel told BBC News he was at an "exploratory phase" of examining evidence that had emerged in the UK to see if US federal laws or New York state laws may have been violated. When contacted on Friday, News Corporation declined to comment. The News of the World phone-hacking scandal led to the closure of the UK tabloid in July after 168 years in print. A number of people have been arrested, including Mr Coulson, as part of Scotland Yard's investigation - Operation Weeting - into phone-hacking allegations. Settlements already agreed by News International include: a reported £700,000 to Gordon Taylor of the Football Association; £100,000 in damages plus costs to actress Sienna Miller; £20,000 in damages to football pundit Andy Gray. It is thought that a £2m settlement has been agreed with the family of murdered schoolgirl Milly Dowler, with Mr Murdoch also thought to be making a personal donation of £1m to charity as part of the deal. The revelation that the voicemail of Milly's mobile phone had been hacked, when she was missing but before her body had been found, reignited the phone-hacking scandal in July.

Tech Savvy Street Gangs Take On Social Media

The fight against Indiana’s gangs isn’t always waged on the street. School officials, social workers and probation officers said the newest battle ground in gang warfare is social media. According to Indianapolis anti-crime advocates who attended a gang awareness seminar on Friday, Indy gang members are younger, more mobile, and they’re using social media networks to recruit and plan. An Indianapolis Metro Police Department gang unit detective said he carries out most of his investigations online and undercover, 6News' Jack Rinehart reported. "I have a Facebook account. My alter-ego has over 210 gang member friends. I have a completely fictitious account,” the IMPD detective said. IMPD have identified more than 300 street gangs in Indianapolis, all of them engaging in various levels of assaults, thefts, robberies and even murder. Lt. Marshall DePew said that because of the gangs’ expansive territory, police have expanded their base of operation, too. "We've expanded our detectives in the unit, and we’ve expanded the number of deputy prosecutors. We have a great liaison with the U.S. attorney’s office. I think more so than ever before, I think we're doing a better job of connecting the dots," DePew said. Police said that every school district in every Indiana county has a gang presence. In Hagerstown in Wayne County, school officials have banned bandannas, sagging pants and cellphone use in school. Officials said they're also contemplating a uniform dress code for students. Dave Land, assistant principal at Hagerstown High School, said he warns parents about the dangers of social media. "I tell parents that if you allow your kids to be on Facebook or do the texting, you're probably going to get into a bullying situation with your son or daughter,” Land said. Police and gang experts agreed that the best deterrent in gang involvement begins at home.

Media group faces new hacking blows

New allegations about the phone-hacking scandal have hit News International, with claims of more victims and fresh legal rows. It was revealed tonight that former News of the World editor Andy Coulson is suing News Group Newspapers, the publishing arm of the media giant. Papers were served at the High Court on Thursday "regarding the termination of the payment for his legal action". A spokesman for law firm DLA Piper, which represents Mr Coulson, said: "We can confirm that proceedings have been issued." News International declined to comment. It had been reported earlier this month that News International was paying DLA Piper for their legal advice to Mr Coulson following his arrest. Mr Coulson resigned from his position as Prime Minister David Cameron's spin chief in January and was later arrested on suspicion of corruption and phone hacking. He is on police bail. It has also emerged that the family of Jade Goody fear the late celebrity could have had her phone hacked and are reportedly set to contact Scotland Yard. The police force said it would not comment on individual cases. Publicist Max Clifford told The Guardian that Ms Goody's mother Jackiey Budden also believes she was targeted. He said: "She will be going to the police. She believes her phone was hacked by the News of the World, and Jade's. Jade told me, 'I'm convinced my phone is being hacked'." News International also declined to comment on the allegations. In addition, it has been alleged tonight that Neil Wallis, the former deputy editor of News of the World was paid more than £25,000 by News International while working at Scotland Yard as a police consultant. A Scotland Yard spokesman said that Mr Wallis's contract with the police force included confidentiality, data protection and conflict of interest clauses, all of which would have prohibited him from selling on any information while employed by them.

Palestinian leader Mahmoud Abbas makes UN statehood bid

Palestinian leader Mahmoud Abbas has submitted his bid to the UN for recognition of a Palestinian state. To rapturous applause in the General Assembly, he urged the Security Council to back a state with pre-1967 borders. He said the Palestinians had entered negotiations with Israel with sincere intentions, but blamed the building of Jewish settlements for their failure. Israeli PM Benjamin Netanyahu said he was reaching out to Palestinians and blamed them for refusing to negotiate. "I continue to hope that President Abbas will be my partner in peace," he said in his speech in New York. "Let's meet here today in the United Nations. Who's there to stop us?" Mr Netanyahu added that the core of the conflict was not settlements but the refusal of the Palestinians to recognise Israel as a Jewish state. Hours after receiving it, UN Secretary-General Ban Ki-moon transmitted the Palestinian request to the Security Council. Israel and the US say a Palestinian state can only be achieved through talks with Israel - not through UN resolutions. 'Come to peace' President Barack Obama told Mr Abbas on Thursday that the US would use its UN Security Council veto to block the move. Continue reading the main story Analysis Jeremy Bowen BBC Middle East editor, New York Some delegations here at the UN in New York gave Palestinian Authority leader Mahmoud Abbas a standing ovation - they were clapping and even whistling in support. That is significant because if it comes to a vote in the Security Council - and if the Americans veto it - Palestinians have a Plan B. That Plan B is to go to the General Assembly - where there are no vetoes - and get enhanced status, not full membership but something better than they have now. The Palestinians say they want to negotiate but not in the way they have negotiated before - there has to be clear parameters and a timetable. The Palestinian point is that since 18 years of negotiation has not worked, let's try something new. "I call upon the distinguished members of the Security Council to vote in favour of our full membership," he told the General Assembly, in what was for him an unusually impassioned speech. He added that he hoped for swift backing. Many delegates gave him a standing ovation. "I also appeal to the states that have not yet recognised the State of Palestine to do so." "The time has come for my courageous and proud people, after decades of displacement and colonial occupation and ceaseless suffering, to live like other peoples of the earth, free in a sovereign and independent homeland," he said. He urged Israel to "come to peace". And he said the building of Jewish settlements was "the primary cause for the failure of the peace process". A spokesman for the Islamist movement Hamas, which controls the Gaza Strip, criticised the speech. Salah Bardawil said Mr Abbas had deviated from the aspirations of the Palestinian people by accepting the 1967 borders, which he said left 80% of Palestinian land inside Israel. 'Future and destiny' Meanwhile in the West Bank, crowds roared their approval as Mr Abbas demanded UN acceptance of a Palestinian state within pre-1967 borders. Continue reading the main story Middle East viewpoints Analyst Yezid Sayigh argues that US and Israeli policies have forced the Palestinians to resort to requesting full UN membership. Israeli commentator Yossi Klein Halevi argues that the Palestinians need to convince the Israelis that any state would not be a threat. "With our souls, with our blood, we will defend Palestine," they said. Mr Abbas had called for peaceful marches in support of his initiative, but some clashes were reported: One Palestinian was shot dead by Israeli troops during clashes in the village of Qusra, south of Nablus, Palestinian sources say At the Qalandiya checkpoint, Israeli troops fired tear gas on stone-throwing Palestinian youths In the village of Nabi Saleh, protesters burned Israeli flags and pictures of President Obama The process began with Mr Abbas presenting a written request for a State of Palestine to be admitted as a full UN member state to the UN secretary general. The BBC's Kim Ghattas at the UN says that until the last minute Western diplomats tried and failed to stop the Palestinians making the request. Even now, efforts are under way to restart direct talks between the Israelis and Palestinians in an attempt to defuse tensions, our correspondent says. The Security Council will examine it and vote on the request. In order to pass, it would need the backing of nine out of 15 council members, with no vetoes from the permanent members. A Security Council vote could take weeks to come about and the US may not even need to exercise its veto - Washington and Israel have been lobbying council members to either vote against the Palestinian plan or abstain. Continue reading the main story Palestinian UN membership bid Palestinians currently have permanent observer entity status at the UN They are represented by the Palestine Liberation Organisation (PLO) Officials now want an upgrade so a state of Palestine has full member status at the UN They seek recognition on 1967 borders - in the West Bank, including East Jerusalem, and Gaza Enhanced observer member status could be an interim option Q&A: Palestinians' UN statehood plans Why Obama has turned towards Israel French President Nicolas Sarkozy has urged a compromise, suggesting the General Assembly give the Palestinians enhanced status as a non-member state to allow a clear timeline for talks - a month to start negotiations, six months to deal with borders and security and a year to finalise a "definitive agreement". A vote on enhanced status - enjoyed by others such as the Vatican - would not require a Security Council recommendation but a simple majority in the General Assembly, where no veto is possible. Currently the Palestinians have observer status at the UN. The "Quartet" of US, European, Russian and UN mediators has been working on reaching a framework agreement to restart talks, based on Mr Obama's vision of borders fashioned from Israel's pre-1967 boundary, with agreed land swaps.

Europe leaves Bulgaria, Romania out in Schengen cold

Europe left Bulgaria and Romania out in the cold Thursday, when Finland and the Netherlands blocked their entry into the passport-free Schengen travel area. The Dutch and the Finns refused to let them in, at a meeting of EU interior ministers dogged by concerns about illegal migration, citing poor progress in the fight against corruption and organised crime. "Two member states today made it impossible for us to make a decision on Schengen enlargement," Polish Interior Minister Jerzy Miller, whose country holds the EU's rotating presidency, lamented after the talks. "This leads me to a rather sad conclusion regarding mutual trust among the member states," Miller added, saying Bulgaria and Romania were promised a place in Schengen when they joined the European Union in 2007. "Today the promise has been broken," he said, adding that Romania and Bulgaria had made "huge progress." But the Dutch and Finnish governments disagreed. "What we wanted to avoid was to take a decision today that we would later regret," said Dutch Immigration Minister Gerd Leers. "Imagine you have a door with eight of the best locks in the world. But before that door is standing someone who lets everybody in -- then you have a problem," he said. The ministers did not vote, sending a decision to an EU summit in October, but the Dutch minister said his government was unlikely to change its mind. Schengen's enlargement requires unanimous consent. Poland sought to convince EU peers to accept a two-step solution that would allow Romanian and Bulgarian air and sea borders to open by October 31, while a date on opening land borders would be put off to next year. All nations backed the compromise except for the two opponents, diplomats said. "We don't have complete confidence that these countries will be able to secure outer EU borders because of corruption, among other issues," said Finnish Interior Minister Paeivi Raesaenen. Bulgarian Interior Minister Tsvetan Tsvetanov told national radio that Finland and the Netherlands "presented abstract arguments" against the bids and were "isolated compared to other EU members." Schengen, an area stretching from Portugal to Poland, through which road, rail and even air travellers need only basic identity papers to move freely, has come under growing strain this year over fears about illegal migration. Greece's struggle to police its porous border with Turkey, fears that the Arab revolutions could unleash a wave of boatpeople, and rising populism in some nations have sparked calls for a shake-up of the whole system. Romania has accused the Dutch centre-right government of being held hostage to the far-right. The Dutch centre-right government rules with the backing of Geert Wilders' far-right Freedom Party (PVV). In Finland, the far-right True Finns made major gains in recent elections. After the Dutch indicated their likely stance in advance of Thursday's talks, Romanian border authorities this week blocked Dutch trucks carrying tulips from the Netherlands -- officially over a bacteria scare. Romanian daily Adevarul linked the move to the Schengen dispute, calling it the "war of the flowers." The trucks were finally allowed into Romania on Thursday.

French court fines women for wearing veils

France's fines on women for wearing the full-face covering niqab veil, imposed for the first time by a court on Thursday, are a "travesty of justice," Amnesty International says. Police have issued several on-the-spot fines since the ban came into force in April but the hearing saw the first two court-issued fines, and the Muslim women vowed to appeal their case all the way to the European Court of Human Rights. "This is a travesty of justice and a day of shame for France. These women are being punished for wearing what they want," Amnesty International's deputy director for Europe and Central Asia John Dalhuisen said in a statement. Advertisement: Story continues below "Instead of protecting women's rights, this ban violates their freedom of expression and religion." The court in the northern cheese-making town of Meaux ordered Hind Ahmas, 32, to pay a 120 ($A163) fine, while Najate Nait Ali, 36, was fined 80 euros. It did not order them to take a citizenship course, as the prosecutor had wanted. The women were arrested when they brought a birthday cake for local mayor and lawmaker Jean-Francois Cope, who is head of President Nicolas Sarkozy's right-wing UMP party that pushed through Europe's first anti-burqa law. France is not the only country to try to ban the Muslim full-face veil - Belgium and some Italian cities have similar laws, while other countries are planning to follow suit - so a European ruling could have broad effect. French officials estimate that only around 2,000 women, from a total Muslim population estimated at between four and six million, wear the full-face veils traditionally worn in parts of the Arab world and South Asia. Many Muslims and rights activists say the right-wing president is targeting one of France's most vulnerable groups to signal to anti-immigration voters that he shares their fear that Islam is a threat to French culture.

Spanish consumers have appetite for grass-fed lamb
Spanish consumers have rated English Quality Standard grass-fed lamb highly in blind taste tests carried out by Eblex. Consumers at three different Spanish locations with a tradition of high lamb consumption rated English lamb equally to Spanish lamb, with no clear preference between the two. It is hoped the research, carried out with 476 people in Catalunia, Aragon and Extremadura, will encourage more Spanish buyers to consider fast-growing breeds of lamb reared on rain-fed pastures, which they have traditionally shunned out of a perception that it has too strong a taste compared to their milder, grain-fed domestically produced lamb. Jean-Pierre Garnier, Eblex head of export services, said: “Traditionally, we have faced a wall with some Mediterranean countries, particularly in Spain, who believe the lamb produced in northern Europe is not to the liking of their palate. They have a preference for their own grain-fed lamb. “This has been a real barrier to trade, but something we felt was based on historic perception rather than people actually tasting the difference, so we put this to the test.” Consumers were asked to rate the lamb on tenderness, juiciness, flavour and overall acceptability. A small majority (51%) of the tasters in Catalonia and Aragon preferred the English lamb, while a small majority in Extremadura (58%) preferred the Spanish lamb, suggesting that there was no real preference between the two. “This really does show that the Spanish consumer has an appetite for grass-fed lamb and we hope this will encourage more Spanish importers to look to buy from countries like England that use this system,” added Garnier.

Scottish supermarkets face extra tax on selling alcohol

Plans to hike business rates for major retailers of alcohol and tobacco in Scotland could see supermarkets pay around £110 million in tax over the next three years. Finance Secretary John Swinney announced the new levy yesterday, as part of the Scottish government’s Spending Review. Swinney said the review contained “tough choices, because of the cuts from Westminster that go too far, too fast”. “We have had to restrict pay costs, reluctantly implement pensions increases on public sector staff, and maximise the income gained from asset sales,” he said. He outlined that part of the extra revenue brought in would come from a tax on major retailers who sell alcohol and tobacco. The measure was a surprise announcement, as during the last parliament a proposal to introduce a “Tesco tax” was voted down and it was not included the SNP’s manifesto. Scottish Retail Consortium director Ian Shearer said: “This new tax is a blatant fund-raising exercise which is illogical and discriminatory. It targets a part of the retail sector which funds Drinkaware, rigorously prevents under-age sales with Challenge 25 and has led the way on clear alcohol labelling, giving it an exemplary record on the sale of alcohol and tobacco. “Supermarket margins are already cut to the bone as stores compete to offer the best deals to cash-strapped consumers. The UK already has some of the highest alcohol taxes in Europe. This tax would make it harder for food retailers to keep prices down for customers, and makes Scotland a less attractive place to do business, invest and create jobs.” The WSTA's Jeremy Beadles said he was "disappointed" the meaure had been announced with no consultation. "The tax on large retailers will place an additional burden on Scottish businesses and push the price up for all consumers regardless of whether they consume alcohol at all,” he added. “At a time of financial constraint, when many businesses in Scotland are already feeling the pinch and paying increase rates, we do not believe that punishing responsible consumers in Scotland with another tax is either fair or justified.” Minimum alcohol unit pricing could become as reality north of the border by next summer, although the price has not yet been set. The Scottish government claims it is the “most effective and efficient way” of reducing consumption and alcohol related harm.

Bloody Sunday family rejects payout

Relatives of one of the Bloody Sunday victims have firmly rejected any offer of Government compensation. Sisters Linda and Kate Nash, whose teenage brother William was among 14 men who died after paratroopers opened fire on civil rights protesters in Londonderry in January 1972, said: "I find it repulsive." The Ministry of Defence has confirmed that moves are under way to compensate the families following representation from solicitors acting on behalf of some of the relatives. The Nash sisters said they would not take money for personal financial gain: "Not under any circumstances will I ever accept money for the loss of my brother. "I find it repulsive, taking anything from the MoD. If the MoD wants to set up bursaries they can, but not in my brother's name," Ms Nash said. Prime Minister David Cameron has already apologised to victims and said the shootings were wrong. An MOD spokesman said: "We acknowledge the pain felt by these families for nearly 40 years, and that members of the armed forces acted wrongly. For that, the Government is deeply sorry. We are in contact with the families' solicitors and where there is a legal liability to pay compensation, we will do so." Lord Saville drew up a landmark report last year which criticised the Army over the killings. His panel ruled that the Army fired first and without provocation. It found that all 14 who died and the others who were injured almost four decades ago were unarmed and completely innocent. The MoD's move followed a letter sent to the Prime Minister by solicitors for the families, asking what he was going to do about Bloody Sunday. He described the killings as unjustified and unjustifiable. Defining who would be eligible for compensation could be complicated as many immediate family members are already dead. Relatives received a small payment worth a few hundred pounds from the MOD, without admitting liability, shortly after the event.

Scotland Yard drops Official Secrets Act bid against Guardian

Scotland Yard had intended to take the Guardian newspaper to court on Friday in an attempt to force the newspaper into revealing how it obtained information that missing schoolgirl Milly Dowler’s mobile phone had been hacked. However, following discussions with the Crown Prosecution Service (CPS), the force has abandoned its application for production orders against the newspaper. The decision comes following heavy criticism of the force’s attempt to make the Guardian, and one of its journalists, hand over information which would have revealed the source of many of the newspaper’s phone hacking stories. Various MPs, including the shadow culture secretary Ivan Lewis, questioned the Yard’s attempt. While many national newspapers carried leading articles condemning the Metropolitan Police’s apparent attack on press freedom. And today the former Attorney General Lord Goldsmith told the Daily Telegraph that the force’s decision to invoke the Official Secrets Act was “unusual” and could threaten press freedom.

Marrakesh bomb trial to resume

The trial in Morocco of nine suspects in a bomb attack in April that killed 17 people, mainly European tourists, is set to resume on Thursday with bereaved relatives in attendance. The main suspect, 25-year-old Adil El-Atmani, and his accomplices face the death penalty if proven guilty. The trial opened on June 30 but was then adjourned to August 18 and further postponed to September 22 in order to allow the plaintiffs to prepare their case. "So far the trial is taking place in normal conditions. The judicial guarantees are there and personally, I'm ready. So I don't wish for another postponement," Omar Abouzouhour, a lawyer for nine of the victims' families, told AFP. The nine suspects are accused of "seriously undermining public order, premeditated murder and laying an ambush, the possession of and making of explosives, and belonging to a banned religious group." The victims, most of them tourists, included eight French nationals as well as citizens of Britain, Canada, Switzerland, Portugal and The Netherlands. Relatives of the victims of the April 28 attack on the terrace of a cafe on Marrakesh's bustling Djemaa El-Fna square are in Morocco for the hearing. The Marrakesh bombing was the most deadly in the north African kingdom since attacks in the coastal city of Casablanca in 2003 which killed 33 people and 12 suicide bombers. Security sources have alleged that El-Atmani, wearing a wig and carrying a guitar, left two bags containing bombs on the cafe terrace and triggered the blasts with a mobile phone just after leaving. Major cracks "Morocco wants this trial to wind up by the end of December, they want it to finish as quickly as possible because every time you talk about the attack, it doesn't do any good to the tourism industry," said Jacques Sombret, one of the French victims' father.

Iran arrests six 'BBC Persian film-makers'

The Iranian authorities have arrested a group of film-makers and accused them of working for the BBC Persian service, which is banned in the country. State TV reports that the group of six were paid to make secret reports for the Farsi-language service. The BBC says no-one works for the Persian service inside the country - either formally or informally. The arrests came a day after the service showed a documentary on Iran's Supreme Leader Ayatollah Khamenei. The BBC's James Reynolds says the channel's signal, which is sometimes accessible inside Iran, was disrupted during the broadcast. Increasing pressure The corporation said the documentary on the ayatollah was an in-house production and none of the six film-makers had been involved with it. "The individuals in question are independent documentary film-makers whose films have been screened in festivals and other venues internationally," said the statement. "As is common practice for the channel's documentary showcase programme, BBC Persian television bought the rights to broadcast these films." The BBC's language service chief Liliane Landor said BBC Persian had done nothing unusual in buying the rights to independent films. She said the arrests were part of the "ongoing efforts by the Iranian government to put pressure on the BBC" to influence its impartial and balanced coverage of its Farsi-language TV broadcasts. The corporation said BBC Persian has been subject to increasing and aggressive jamming from within Iran. The channel has suffered deliberate attempts to interfere with its signal intermittently since its launch in 2009.

UK Home Office considering gender-neutral passports

The Home Office has said it is considering the possibility of not displaying gender on passports. The proposals follow changes to Australian passport rules, which mean that intersex people who identify as neither gender can be listed as ‘X’, rather than having to choose between male or female. A Home Office spokesman said: “We are exploring with international partners and relevant stakeholders the security implications of gender not being displayed on the passport.” Currently, transgender people can obtain passports in their new gender. But intersex people – those born with chromosomal or genital ambiguity – must pick whether they are male or female. Supporters of gender-neutral passports say there is little need for passports to list gender and argue that other forms of ID do not state the information. Intersex rights campaigner Jennie Kermode told PinkNews.co.uk last week that the change would be easy to implement. She said: “The passport offices in the UK will not issue passports with the ‘X’ option now, although they could do so without, as I understand it, any necessary change in UK laws.” Another campaigner, Jane Fae, said: “The issue of documenting gender goes much wider than the ‘feelings of trans and intersect people’. In fact many in the trans community would oppose the removal of gender as its inclusion on passports is vital to ensure safety when travelling abroad. “Many non-trans individuals would be happier not declaring gender for all sorts of reasons. It should be optional for all.”

Six held in major anti-terror probe

Six men have been arrested in connection with one of the most significant intelligence-led counter-terrorism operations this year. The men were detained at or near their homes in Birmingham on suspicion of the commission, preparation or instigation of an act of terrorism in the UK following a joint investigation by both police and MI5. It is understood the investigation relates to suspected Islamist extremism, but it is not thought that an attack or threat was imminent. A seventh person, a 22-year-old woman, was arrested on suspicion of failing to disclose information contrary to the Terrorism Act 2000, police said. West Midlands Police said the "large-scale operation" had been running for some time and had been subject to regular review, adding that the action was necessary "in order to ensure public safety".

Dale Farm residents celebrate court victory

Dale Farm residents have won a last-gasp injunction restraining Basildon Council from clearing structures from the site pending a further hearing at London's High Court on Friday. Mr Justice Edwards-Stuart granted the order at London's High Court on the basis that there was a realistic apprehension that the measures to be taken - while genuinely believed in by the council - "may go further" than the terms of the enforcement notices. Travellers and their supporters had barricaded themselves behind newly built brick walls and chained themselves to fences as officials prepare to evict them from an illegal site in southeast England at the end of a decade-long battle. Supporter Jake Fulton said: "This is really great news but this isn't over yet. It makes us feel we have a really good shot at defending travellers in a way that has never happened before." The showdown between the bailiffs, travellers and a variety of protest groups who have joined their cause marks the climax of one of Britain's most contentious and bitter planning rows in recent years. Basildon Council said last-ditch talks had broken down on Monday morning after the travellers asked for the eviction to be delayed until November 22.

Marky Mark, also recently re-listed his Beverly Hills estate with a $2 million price cut. Wahlberg originally listed the property in 2008 for $15.9 million. The 1.41-acre home is now listed for $13.9 million. The executive producer of Entourage purchased the mansion in 2001 for just $5 million, later remodeling it. Earlier in the summer, Christina Aguilera reduced the price on her home in the Hollywood Hills to $5.5 million from $8 million, while Jodi Foster's Beverly Hills mansion was brought down to $8.9 million from $10 million. The housing market continues to wobble with few consumers taking advantage of record-low mortgage rates. Dale Farm Eviction: Clashes Expected Between Bailiffs And Residents As Eviction Begins

Hundreds of travellers have said they will barricade themselves inside the UK's biggest illegal camp as angry clashes are expected between bailiffs, residents and activists. Residents at Dale Farm in Basildon, Essex, and their supporters are set to be evicted after losing a decade-long legal fight over unauthorised development. Teams of bailiffs are expected at the former scrapyard's front gate to begin forcibly ejecting them. Essex Police and riot-trained colleagues from across the country are also expected, to ensure the eviction of some 50 homes is conducted peacefully. Half of the six-acre site, which has planning consent, will remain. As of this morning Basildon Council had not cut the electricity supply to the site. Residents had feared bailiffs would move in at first light. Supporters closed the gate after 11pm yesterday and built a barricade behind it and parked a van to block the way. Resident Mary McCarthy said: "I don't intend to go anywhere, I'm staying here. "I've faced constant evictions throughout my life and now I'm determined to stay put." Many residents have moved their caravans on to the neighbouring legal site. Activists have chained themselves to barricades at the site, including one who is chained by the neck. They have told Sky News they would not be leaving unless they were forced out. ACTIVIST: WE WILL DO ALL WE CAN TO STOP EVICTION Marie McCarthy, a resident at the site, told Sky News it was "a big scrapyard that is of no use to anyone else". "The Government is not going to ruin our culture," she said. "This is the way we want to live. "Why should we be run off our land? We never knew we were breaking the law - we thought this was a good thing to do because we stopped going onto people's grounds." Activists Dean, 29, and Emma, 18, have handcuffed themselves to a pole concreted inside a barrel. Lying on mattresses, the pair said they were prepared to stay as "long as it takes". The children of Dale Farm hold pictures of themselves up in protest The families have constantly evaded eviction and claim they have nowhere else to go. They insist that their human rights are being breached. Their supporters include the United Nations and Amnesty International. But last month a High Court judge backed Basildon council and local residents and ruled that the eviction must go ahead.

Tony Blair 'visited Libya to lobby for JP Morgan'

A senior executive with the Libyan Investment Authority, the $70 billion fund used to invest the country's oil money abroad, said Mr Blair was one of three prominent western businessmen who regularly dealt with Saif al-Islam Gaddafi, son of the former leader. Saif al-Islam and his close aides oversaw the activities of the fund, and often directed its officials on where they should make its investments, he said. The executive, speaking on condition of anonymity, said officials were told the "ideas" they were ordered to pursue came from Mr Blair as well as one other British businessman and a former American diplomat. "Tony Blair's visits were purely lobby visits for banking deals with JP Morgan," he said. He said that unlike some other deals - notably some investments run by the US bank Goldman Sachs - JP Morgan's had never turned "bad".

THE record company behind Irish rockers U2 has allegedly been unwittingly used by a multi-million dollar drugs trafficking ring

THE record company behind Irish rockers U2 has allegedly been unwittingly used by a multi-million dollar drugs trafficking ring. A year-long investigation by the US Drugs Enforcement Authority (DEA) is alleged to have uncovered a racket where the band's record company, Interscope Records, was being used to transport Class A drugs and money inside the United States. It is understood that the record company's Californian headquarters was being used for pick-ups and deliveries of hundreds of kilograms of cocaine while a New York recording studio at the other end was also being used for the drug and cash shipments. Members of the drugs ring allegedly used musical equipment called “road cases” for shipping cocaine from Los Angeles to New York, between January 2010 and June 2011. On the way back, the same cases were filled with hundreds of thousands of dollars in cash, according to documents filed in a US court. The illegal trading was allegedly going on for 18 months, but it was not alleged that Interscope Records or its staff knew or were involved in any drug shipments. The allegation was contained in a letter detailing evidence against James Rosemond, a music-industry manager and head of Czar Entertainment. Mr Rosemond, 46, known as ‘Jimmy Henchmen', is a rap music manager who represents artist The Game. He was indicted three months ago on drug trafficking charges. Federal prosecutors say Interscope employees knew nothing about Mr Rosemond’s alleged drug smuggling. However, it is not yet understood how Mr Rosemond's team got access to Interscope's Californian headquarters to drop off and take the shipments. The ring is alleged to have used a New York recording studio at the other end for the drugs and cash shipments, the Wall Street Journal reported. The cases were shipped by music gear specialists RockIt Cargo, which is the company responsible for shipping U2's musical equipment around the world — including during their latest 360 tour. However, there is no suggestion in the filing that RockIt Cargo knew what was inside the cases. RockIt has not commented. Interscope chairman Jimmy Iovine, long a highprofile executive within the music industry, has recently become something of a household name thanks to American Idol, which he joined last season to provide creative guidance to contestants. His company, which is part of Universal, released a statement yesterday afternoon. “Interscope Records has been informed by the United States Attorney's Office for the Eastern District of New York that there is no evidence that any employee of UMG or Interscope Records had any involvement in the drug trafficking ring being prosecuted by that office,” the statement read.

UBS raises rogue equity trade losses to $2.3 billion

Swiss bank UBS on Sunday increased the amount it said it had lost on rogue equity trades to $2.3 billion and alleged a trader concealed his risky deals by creating fictitious hedging positions in internal systems. UBS stunned markets on Thursday when it announced unauthorised trades had lost it some $2 billion. London trader Kweku Adoboli was charged on Friday with fraud and false accounting dating back to 2008. "The loss resulted from unauthorised speculative trading in various S&P 500, DAX, and EuroStoxx index futures over the last three months," UBS said in a brief statement. "The loss arising from this matter is $2.3 billion. As previously stated, no client positions were affected." Global stock markets have been extremely volatile in recent months, plunging on concerns over euro zone and U.S. debt crises and then rebounding on hopes for their resolution. The loss is a disaster for the reputation of Switzerland's biggest bank, which had just started to recover after it almost collapsed during the financial crisis and faced a damaging U.S. investigation into aiding wealthy Americans to dodge taxes. "Loss even more. Reads like they're making excuses," said Helvea analyst Peter Thorne of the UBS statement. The new scandal has prompted calls for its top managers to step down and for its investment bank to be split into a separate unit from its core wealth management business. Chief Executive Oswald Gruebel, who was brought out of retirement in 2009 to turn the bank around, was quoted in a newspaper on Sunday as saying he is not considering quitting over the crisis, but said it was up to the board to decide. In a memo to staff on Sunday, he said: "Ultimately, the buck stops with me. I and the rest of senior management are responsible for dealing with wrongdoing." Swiss newspapers quoted unnamed insiders as saying the UBS board and important shareholders such as the Singapore sovereign wealth fund were still backing Gruebel, with immediate changes at the top the last thing the bank needed. Gruebel is widely expected to present plans to drastically cut back the investment bank at an investor day in November. INDEPENDENT INVESTIGATION The bank, whose three keys logo symbolise "confidence, security, discretion," has pulled its "We will not rest" global advertising campaign for now, that was designed by advertising agency Publicis to try to rebuild its image. Meanwhile, UBS client advisers have been writing to customers to reassure them of the underlying financial strength of the bank despite the trading loss, a spokesman said. "That we now suffer this setback at this point in our efforts to improve our reputation is very disappointing. This incident also sets us back somewhat in our capital-building efforts," Gruebel said in his memo. "However, I wish to remind you that our fundamental strengths as a firm remain intact... we remain one of the best capitalized banks in the industry. UBS said its board of directors had set up a committee chaired by independent director David Sidwell, former chief financial officer at Morgan Stanley, to conduct an independent investigation into the trades and the bank's control systems. The bank said it had covered the risk resulting from the unauthorised trades, and its equities business was again operating normally within previously defined risk limits. It said the trader had allegedly concealed the fact his trades violated UBS risk limits by executing fake exchange-traded fund (ETFs) positions. "Following inquiries directed to him by UBS control functions that were reviewing his positions, the trader revealed his unauthorised activity," the bank said. "The positions taken were within the normal business flow of a large global equity trading house as part of a properly hedged portfolio," UBS said. "However, the true magnitude of the risk exposure was distorted because the positions had been offset in our systems with fictitious, forward-settling, cash ETF positions." The Sunday Times cited unnamed insiders saying the trader placed bets worth $10 billion before his losses were detected. ETFs are index funds listed on an exchange and can be traded just like regular stocks. They try to replicate index performances and offer lower costs than actively managed funds, but regulators have warned about risks from some complex ETFs. In the past three months, DAX futures have fallen 22 percent, Eurostoxx 50 futures have dropped 20 percent and S&P 500 futures have dipped 4 percent. The instruments involved in the UBS case are similar to those that Jerome Kerviel, the rogue trader at Societe Generale, traded when he racked up a $6.7 billion loss in unauthorised deals in 2008. Christoph Blocher, vice-president of the right-wing Swiss People's Party (SVP) -- the country's biggest -- renewed his calls for a splitting off of the investment bank. "One has to seriously examine a ban on investment banking for commercial banks," he told the SonntagsZeitung, adding his party might team up with the center-left Social Democrats to push for such a move.

Saudi prince's wife denies Spain rape allegations

The wife of billionaire Saudi Prince Alwaleed bin Talal denied Saturday claims her husband raped a model on a yacht in Spain in 2008, saying she was with him in France when the alleged crime took place. "I was with my husband outside of Spain the day these allegations took place in Ibiza," Amira al-Taweel was quoted as saying by the prince's chief of staff, Kholud al-Dussari. "Quite simply we were not there. We were together in the French city of Cannes. I was with him all the time, and we were with at least 30 people," she said. "Hundreds of witnesses can confirm that we were in Cannes, just as there are dozens of proofs that we were not in Ibiza in 2008." A Spanish court has reopened a probe into the allegations, according to a ruling seen by AFP on Wednesday. Prince Alwaleed is a nephew of King Abdullah and one of world's richest men. He is being asked to respond to a complaint of sexual assault against him in August 2008 by a model who was 20 at the time. In a statement, Alwaleed's Kingdom Holding Co. denied the allegations and said he only heard of them on Tuesday. "These allegations are completely and utterly false. The alleged encounter simply never happened. Indeed, the events could not have happened," said the statement published on the company's website. A judge on the Balearic island of Ibiza ordered the case closed in May 2010 for lack of evidence. But a provincial court overturned that ruling on May 24 and a court in Ibiza on July 27 reopened the proceedings to formally request assistance from the Saudi authorities to take a statement from the prince. The prince, 56, has holdings in Citibank and Rupert Murdoch's News Corporation. Forbes magazine lists him as the 26th richest person in the world with assets of $19.6 billion (14.4 billion euros).

Central control of Europe's borders proposed

The European Union's executive branch proposed Friday that national borders in Europe's visa-free travel zone be controlled by officials in Brussels, the EU capital, rather than by individual governments -- a plan already opposed by Germany, France and Spain. The proposal by the European Commission follows a call for stronger economic governance within the area that uses the euro currency, and reflects a push toward more centralized decision-making to protect the European Union's two proudest achievements, the free movement of both people and capital. It is unclear at this point whether either of those achievements will survive, said Paul de Grauwe, an economics professor and EU expert at the Catholic University of Leuven, in Belgium. "I would say we are at a road, and suddenly there is a bifurcation and we have to make choice," de Grauwe said. "One road is more integration to save the project, to save the Schengen zone and the monetary union. But there is a lot of opposition. It's also possible that we take the other road, no further integration, and then we risk the collapse of these two experiments." In June, EU leaders agreed to set up new rules underpinning the principle of free travel throughout much of the continent after Italy, Denmark and France all took action to roll back visa-free travel. Most of the details of the proposed centralized governance of the 25-country Schengen zone -- named for the town in Luxembourg where the visa-free treaty was negotiated in 1985 -- had already emerged. National governments would retain the right to re-institute border checks in unforeseen emergencies that threaten public order or internal security, but only for five days. Beyond that, approval of the European Commission and a committee of technical experts from the Schengen countries would be needed. And as a last resort, if a country failed persistently to adequately police the Schengen zone's external borders despite help from EU headquarters, the commission with the consent of the committee could impose checks along that country's borders with other Schengen countries. "It is a common European project," EU Home Affairs Commissioner Cecilia Malmstrom said of the visa-free zone. "We need to work jointly on joint projects to defend them." But there has long been a push and pull between officials who believe the European project can only work with greater integration and those opposed to the weakening of national sovereignty. Even before the Schengen proposal was unveiled Friday, it met with opposition from Germany, France and Spain, who said border control, public order and internal security were matters for national governments, not EU headquarters. Given that opposition, it is unclear whether the proposal in its current form will take effect. Meanwhile, plans to admit two more EU countries -- Romania and Bulgaria -- to the Schengen visa-free zone hit a snag Friday when Dutch Immigration Minister Gerd Leers said his country plans to block their entry. Approval of new Schengen countries must be unanimous. "The trust isn't there," said Leers' spokeswoman, Elaine de Boer. She said Leers "wants to see more work in the fight against corruption" in both countries. Bulgaria's President Georgi Parvanov insisted his country was being unfairly singled out despite meeting the criteria set out by the 17-member bloc for joining the visa-free zone. "I don't think it is right to use any other criteria in solving this matter," he said at a meeting with foreign ambassadors in the capital Sofia.

Brazil judge's murder points to vigilante power

Judge Patricia Acioli was known for wielding a "heavy hammer," especially against rogue police who have formed illegal vigilante gangs. She had put more than 60 officers behind bars, most of them for murder. The Rio de Janeiro state judge paid for that fearlessness: Acioli was shot to death in front of her house last month. And all of the 21 bullets that hit her came from a lot issued to police, including some in Sao Goncalo, the city where she worked. While violence and impunity are common in Brazil, the brazen murder of Acioli was an especially heavy blow, a message of intimidation from the vigilante militias. The slaying was "a wound to the lawful state, to democracy; the figure of the judge is a symbol of justice," said Denise Frossard, a retired judge who presided over some of Rio's first cases against the militias in the 1990s. "If she is a judge and can be killed, how can a citizen feel secure enough to be a witness?" Acioli's death was the first murder of a judge in the state's history, though Frossard herself survived three assassination attempts and had eight security guards ensuring her safety while she was on the bench. Violent militias have grown in power and scope in recent years, taking over poor communities formerly controlled by drug dealers and coercing residents to pay for illegal utility hookups, transportation, and security. Their members include former and current police, firefighters and jail guards. Investigators say they have elected members as state and city legislators. They also have been praised by politicians, including Rio de Janeiro's mayor, for taking back swaths of territory from drug gangs. A probe by the state legislature in 2008 found militias were connected to execution-style killings, far-reaching extortion schemes, and the kidnapping and torture of a group of journalists investigating the gangs' activities. Acioli had been repeatedly threatened for taking on the police officers who were part of the gangs, and she had written letters to her superiors requesting protection. One week before her murder, she went to Rio police's internal affairs office and said she was being threatened by officers from Sao Goncalo, where she worked, and Niteroi, where she lived. The last case on her docket on Aug. 11, the day she died, involved policemen charged with executing an 18-year-old man in a slum. One of her last acts as a judge was to authorize their arrest. A month later, three of the same Sao Goncalo police officers were charged with her murder. The suspects knew the judge would ask for their arrest, and wanted to stop her, said Felipe Ettore, the head of Rio's homicide division, in a press conference this week. They didn't know she'd already issued the order. "Their way of stopping her was to kill her," Ettore said. "They went to court and followed Patricia to her front door." Nationwide, the lives of 134 judges are currently under threat, according to the National Council for Justice, which oversees the judiciary branch in Brazil. Requests for protection from magistrates jumped 400 percent in the month since Acioli's death, according to the Brazilian Association of Judges. The killing prompted the United Nations special rapporteur on the independence of judges and lawyers, Gabriela Knaul, to urge Brazilian authorities to protect those charged with enforcing the law. "The assassination of Judge Acioli is evidence of the existence of a pervasive and serious problem regarding the protection of judges in Brazil," said Knaul, a Brazilian judge herself. Acioli's caseload was taken on by three other judges. Seven prosecutors are now working with them. "Her death did bring on a fear among prosecutors and judges; they're human, and it's natural to think, 'That could be me tomorrow,'" said Claudio Lopes, Rio state's attorney general. "But if this was done to intimidate justice, it is backfiring. We will be more rigorous than ever." The work is not only dangerous, it's difficult. Militias infiltrate the state from local police departments to state legislatures. They have a particularly nefarious effect on the legal system because they blur the boundaries between legitimate agents of the law and criminals, Lopes said. "They're often composed of people credentialed by the state to promote public safety, and they turn against the state, against the public," he said. "They usurp the authority of the state. In this way, they are a danger that goes deeper than drug traffickers." Even a few years ago, some politicians still praised militias for doing what the state couldn't do: take on drug dealers entrenched in the city's shantytowns. Former Rio Mayor Cesar Maia welcomed them as a "lesser evil" and a form of "community self-defense" against drug gangs, according to the newspaper O Globo in 2006. Current Mayor Eduardo Paes praised militias in a July 2008 interview on Globo television, saying they "brought peace to the population" in areas where the state had lost sovereignty to drug lords. Such views are changing as the body count rises. The 2008 investigation led by Marcelo Freixo, head of the state legislature's human rights commission, led to the arrest of one state representative and six city council members for militia activity. Hundreds were arrested on other charges because of information detailed in the report. One of those arrested, Rio City Councilman Luiz Andre Ferreira da Silva, is accused of plotting to kill the city's police chief and Freixo. In Sao Goncalo, 34 officers were put on leave after Acioli's death because they face serious criminal charges such as murder, according to Rio state's Supreme Court. Arrest warrants have been issued for 28 of them. In spite of the threats to Acioli, court officials had cut her security detail from four to one in 2007, said Tecio Lins e Silva, an attorney representing her family.
