<p> </p><p>INMATES at an Indonesian prison in Bali, which holds 12 Australians, have taken over the jail again after a second night of riots. Some 400 heavily armed police and military forces were gathered outside the overcrowded Kerobokan prison, which holds 1,000 inmates, including 12 Australians convicted of drug smuggling. "The prisoners took over the prison again, which forced security personnel to fire warning shots into the air," provincial military command spokesman Wing Handoko told AFP. "The rioters wanted their friends being treated in the hospital to be taken back because they were afraid they would be mistreated by security forces," he added. An AFP reporter heard three minutes of continuous gunfire, but it was not clear if there were any casualties. A flaming torch made of rags wrapped around a pole was flung from inside the prison and landed near a television vehicle, but was extinguished before the fire could spread.  Riots continue in Kerobokan prison The prison was without light because electricity, cut off during Tuesday's rioting, still had not been restored by authorities. "There are 51 foreign prisoners from 17 countries at the prison. We will give them special security if the situation warrants," Handoko said before the shooting. It was not clear whether the most recent riot was close to the wing where Australian or other foreign prisoners are housed. Shouting and the rattling of the prison's inner gates were heard before police opened fire, but after the shooting silence and darkness descended upon the jail with inmates and security forces in a tense stand-off. Heavily armed forces had stormed the prison early Wednesday to regain control after inmates took over the prison during a night of arson and stone-throwing. All 12 Australian prisoners at Kerobokan, including two on death row and six serving life sentences, were safe after that trouble, Australia's foreign ministry said after Indonesian police had regained control of the facility. Some 100 heavily armed police and military had stormed the jail on the holiday island at around dawn on Wednesday, firing volleys of rubber bullets. Officials said they intervened after attempts to negotiate with the rioting prisoners had failed, and after some inmates managed to get hold of firearms. Three inmates had been injured in the legs, and a police officer was lightly hurt, police said. Among the Australians at the jail are convicted drug trafficker Schapelle Corby and a group known as the "Bali Nine", who were caught attempting to smuggle drugs from Bali. Up to 1,000 armed security forces backed by armoured vehicles and water cannon were stationed Wednesday morning outside the jail, which is in a suburban area of Bali seven kilometres from the tourism hub of Kuta beach. But police said the situation had returned to normal by late afternoon, and that only about 30 armed personnel had remained outside. Police and local reports said Tuesday's trouble began when one inmate stabbed another prisoner on Sunday, touching off reprisals that erupted into a full-blown riot. Prisoners began trashing cells and throwing stones at the guards who were forced to abandon the jail - built for just 300 inmates but now housing more than three times that many prisoners, both male and female. Police said the inmates were in charge for more than seven hours - from around 11pm Tuesday until 6.45am the following morning. Prison staff said the jail's registration office, including the files of prisoners, was destroyed in a blaze. After the rioting Tuesday, Michael Chan whose brother Andrew Chan is one of the Bali Nine, said he was worried about his brother given that during a previous riot "things got pretty bad, and they were in lockdown for a couple of days". Corby's family said she was well, with the women's wing of the prison untouched by the violence. There have been a number of riots at the jail in recent years, including one triggered by a police drug raid in June. It is one of Indonesia's most notorious prisons, with a combustible mix of inmates including convicted murderers, sex offenders and others guilty of violent crimes.</p>

Sweden's Chicago grapples with deadly wave of shootings

<p><br />A wave of execution-style shootings and a police station bombing in Sweden's third largest city have sparked fears that gangster violence is taking hold in a Nordic country widely seen as one of the world's safest places. Only minutes into the new year, a 15-year-old was found with gunshots to his chest and one to his head outside an apartment block in one of Malmo's poorest and most troubled districts, where firefighters have occasionally sought police protection. Eight killings have occurred across the city since a 36-year-old with links to organised crime was gunned down in a parking lot in May last year. The latest victim, a 48-year-old man, was found shot in a car at the end of January. None of the murders have been solved, and now some newspapers are calling Malmo "Sweden's Chicago". "Why don't police have better control?" national daily Svenska Dagbladet asked in an opinion piece, suggesting Malmo look to New York which slashed its crime rates in recent decades. For their part, police refuse to reach the conclusion that the bomb at the police station and the killings were definitely linked, which would gangland violence is out of control. "We believe it's linked to the prevalence of weapons. It is big. But I can't say why we have a larger share here than in Stockholm," Hans Nordin, Deputy Chief Commissioner of Police in the Skane region of southern Sweden, told Reuters. With a population of just 300,000, Malmo is one of Sweden's roughest cities, long a base for smugglers because of its proximity to Denmark, with which it has been connected by a bridge since July 2000. Roughly 40 percent of Malmo's population are first- or second-generation immigrants and one in three is unemployed, compared with a national rate under nine percent. Among young immigrants, the rate is nearly 40 percent. Formerly a prosperous industrial town, much of the old industry has declined and jobs have vanished. Gangs took root here decades ago, starting with motorcycle groups and increasingly dominated by immigrants, at first thanks to an influx in the 1990s of refugees of Balkan wars and then, over the past 20 years, immigrants from the Middle East, Africa and eastern Europe. SHAKING SWEDEN Along with the July 2011 killings of 77 people in Norway by right-wing fanatic Anders Breivik, the city's problems have helped to shatter the cherished image of Sweden as a refuge of safety and peace, sparking a national media debate, soul-searching throughout Sweden and street protests. Dozens of police reinforcements sent in this year are still in the city. "I'm thinking of leaving Malmo because it is getting more and more dangerous," said Henrik Hammar, 28, who stocks shelves at a grocery store and was awakened when a small bomb exploded at the police station in his neighbourhood at the end of January, close to where the latest victim was found. "When it comes to shooting, we are used to that in Malmo. But not bombs," Hammar said outside the police station with a shattered window and a hole torn in its brick wall. The bombing happened in Fosie district, a centre of the violence. The wave of killings since May is not the first to shake Malmo. Peter Mangs was arrested in 2010 on suspicion of three murders and 13 attempted murders over a seven-year period, a string of shootings on Malmo's streets targeting immigrants. Luciano Astudillo, a Chilean-born former MP who was moved by the New Year's Day shooting to launch a campaign to say "Enough is enough," compared the crime wave to the violence that plagues Mexican border towns. "We have the same problem here as in the north of Mexico though on a smaller scale," he said, pointing to the drug and weapons smuggling that pass through Malmo from Denmark on their way to the rest of Scandinavia. "So it is logical for the gangs to gather here and fight each other," he said. Astudillo said he hopes the protests he has helped lead, including a street demonstration by more than 6,000 people on January 6, will make politicians notice what is happening. "I don't think murders will become more and more frequent in the near future, but there is nothing that indicates things will improve a bit longer-term," said Tobias Barkman, a crime reporter at regional daily Sydsvenska Dagbladet. "Society has fallen behind - with regards to the police and to the social situation. It's hard to see any rays of hope."</p>

The Financial Ombudsman Service is receiving a staggering 1,000 complaints a day about the mis-selling of PPI. Consumers have a right to take a claim for a refund to the watchdog where they feel they have been unfairly fobbed off by their bank. In total, the ombudsman service has received over a third of a million PPI complaints, with the majority related to policies sold by banks alongside credit cards and loans. The watchdog upholds around three out of four cases in the consumer’s favour, with the average pay-out running at £2,750. The failure to offer speedy refunds has allowed a raft of hard-sell claims management firms, who are looking to cash in on the scandal, to flourish. These firms are spending millions of pounds in advertising to offer to pursue refunds. This involves bombarding the nation with TV advertising and recorded message telephone calls to both landline and mobile phones.</p>

Investment Bankers Get Payouts Ahead Of Expected Loss Announcement

<p> </p><p>Royal Bank of Scotland is to pay out just under £400m in bonuses to its investment banking staff for their work in 2011, according to Sky sources. The day before RBS announces its full-year results, the bank is understood to have agreed with the Government that it can pay out between £390m and £400m in bonuses this year. The bonus pool, revealed exclusively by Sky News City editor Mark Kleinman, is likely to further stoke recent controversy over banker pay. The pot represents a cut of about 60% on last year's investment bank bonuses at RBS, which is 82% owned by the taxpayer. It comes as the bank prepares to report an expected full-year loss of up to £2bn, making the prospect of the taxpayer breaking even on the £45bn investment made in RBS during the 2008 banking crisis as remote as ever. The rewards follow a year in which thousands of employees were made redundant as Stephen Hester, the bank's chief executive, accelerated a restructuring of the business. Despite the reduction in the overall bonus pot, scores of RBS bankers are expected to collect packages worth more than £1m. The biggest payouts will be largely paid in shares and deferred over a three-year period. Ministers have insisted that RBS enforces a £2,000 cap on the cash element of bonuses for the third successive year. Angela Knight, chief executive of the British Bankers Association, defended the latest RBS payouts, saying bonuses for investment bankers were set according to the international market. RBS boss Stephen Hester caved into pressure to waive his 2011 bonus She told Sky News that if UK banks failed to compete with global compensation levels they would lose the best employees, and in the case of RBS this could damage the long-term interest for the taxpayer. The bonus revelation came as Sir Philip Hampton, RBS's chairman, claims in a Sky News documentary with Jeff Randall, that the era of big banking bonuses is over. A YouGov poll for Sky News also showed that three-quarters of people believe that bosses at Britain's state-backed banks should not receive a bonus. 'Part of the reason for the pay is that the profits were not sustainable,' he told Sky news. 'They were there for a few years but they were not sustainable and the pay moved up to that level of profits and it now needs to be corrected down.' But Nigel Rudd, former deputy chairman of Barclays, claimed he would have paid more money to Barclays’ former chief executive John Varley. <p> </p><p> Fighting between the gangs for control of drug trafficking and extortion rackets has long been blamed for the majority of Jamaica’s homicides. Police Commissioner Owen Ellington said at a news conference with Bunting that much of the security forces’ resources are now focused on trying to contain 42 active gang conflicts. Ellington told reporters that the Shower Posse gang, which was controlled by convicted drug kingpin Christopher “Dudus” Coke from his slum stronghold of Tivoli Gardens, has been significantly hobbled since his capture in June 2010 but remains an active gang in West Kingston. Bunting said Prime Minister Portia Simpson Miller’s nearly two-month-old government intends to fast-track anti-gang legislation and is crafting a new security policy meant to reduce crime to “First World levels” by 2017, when he hopes to have a maximum of just 321 killings. A U.N. study on the Caribbean released earlier this month said Jamaica has had the world’s third-highest murder rate over the past decade, with about 60 murders per 100,000 inhabitants. Jamaica loses some $529 million a year due to crime, according to the report. Last year, Jamaica had 1,125 slayings, a roughly 22 percent drop from the 1,442 killings in 2010. A record 1,683 people were killed in 2009. Bunting said a major goal is to target gang kingpins and facilitators for organized criminal networks, not the people lower down the chain. Many of those arrested in previous years have been underlings who had little connection to gang leadership. Such workers are easily replaced. “We don’t always want to be chasing out the symptoms, we want to get to the infection,” he told reporters at the prime minister’s offices. Bunting intends to create a task force to identify and arrest crime facilitators, such as accountants, real estate brokers, lawyers and corrupt public officials. He also hopes to give courts greater power to seize their assets. He also said Jamaican society must undergo “mental reconditioning” to encourage more people to report crimes. Those who live in Jamaica’s slums are deeply distrustful of the police and authorities, and an anti-informant culture is widespread.</p>

Bolivian minibus gang murdered up to 69 people on their way to work

<p> </p><p>Police in Bolivia are blaming a gang for a spate of early morning murders in Bolivia where people have been strangled on minibuses while heading into work. Up to 69 people have been killed and dozens more were left for dead in El Alto, a working class city of one million people on an arid plateau above Bolivia's capital, La Paz. "This kind of assault came about because people, by necessity, take whatever transport they can get," said Felix Rocha, chief of Bolivia's police. Gang members would ride the buses posing as passengers, police said. After their victims had boarded, they were strangled with a rope or scarf and stripped of valuables that often amounted to little more than a mobile phone and the clothes on their backs. A 64-year-old man who said he survived an attack by the gang, recounted leaving his house at 4am on 5 February on his way to the bank where he collects his monthly pension. He said he boarded what he thought was a public transit minibus and as usual, his 25-cent fare was collected by "a cholita," or indigenous woman. "They had me sit in the front and suddenly I felt a scarf tightening around my neck. I fought back but they hit me in the ribs and face and I fell unconscious," said the man, who asked to be identified only by first name, Macario, because he fears for his safety. "I woke up later in a dumpster," Macario added. Gone was his mobile phone and the equivalent of £35 in the local currency. Police last week announced the arrest of eight alleged members of the gang, ranging in age from 30 to 45 and including a woman, Yuli Gutierrez Jimenez. Rocha said police seized four 14-seat minibuses used by the gang. Most of the killings occurred between 4am and 6am, when public transport is relatively scarce and only 400 police are on duty in the entire city, which is mostly unpaved and where many neighbourhoods lack running water and electricity. The gang is believed to have killed 69 people whose bodies have been found over the past 13 months, said Rocha, though prosecutor Santos Valencia said investigators are still trying to determine if the group was responsible for all those deaths. More than 70 people told police they had survived attacks after recognising gang members in local media reports, Rocha said. Other such gangs are known to exist, but the minibus gang seems to have been the best organised and most methodical, he added. Its alleged leader, Julio Edwin Valdez, 33, was arrested last week. Also captured was Galo Mamani, the bus's driver. Prosecutors said the two face murder charges but offered few other details. Valencia told reporters that police found wallets and the clothes of victims in the homes of those detained. Authorities did not say how they tracked down the alleged criminals. Rocha said police were investigating whether the group was also involved in the recent murders of several taxi drivers whose vehicles were stolen after the drivers were strangled.</p>

Sunday Times journalist Marie Colvin killed in Homs

<p> </p><p>Marie Colvin, the respected Sunday Times journalist, was killed today alongside French photojournalist Remi Ochlik in Syria. The veteran correspondents were killed by a rocket as they fled the house they were staying in, which was hit during shelling in Homs, a witness told Reuters. Colvin, the only journalist from a British newspaper in the besieged city, had covered conflict for The Sunday Times for the past two decades.  French government spokeswoman Valerie Pecresse confirmed the deaths. At least two other Western journalists, and seven activists were reported to have been injured after in excess of ten rockets hit the house. The Foreign and Commonwealth Office said it was investigating reports that a British photographer was also injured in the incident. Yesterday government troops heavily shelled the districts of  Baba Amr, Khaldiyeh and Karm el-Zeytoun  in Homs, which is considered to be a stronghold of resistance. Ochlik, the founder of the picture agency IP3 Press, was an award-winning photojournalist who covered events including the 2004 rioting in Haiti and last year’s Arab Spring. US-born Ms Colvin, in her final dispatches had detailed the unfolding conflict in Homs, which has been the focus of unrest against the Syrian president. While working in Sri Lanka a grenade attack left her blind in one eye and forced her to wear an eye patch to cover up the injury. Ms Colvin, who was educated at Yale, started her career as a police reporter for a news agency in New York before moving to Paris and then London. She was featured in the 2005 documentary Bearing Witness about women war reporters and was named foreign reporter of the year at the 2010 British Press Awards. The same year, she spoke at a memorial service for journalists who died reporting conflicts around the world.</p>

Syrian troops kill 27 in village raids

<p> </p><p>Syrian troops and militia loyal to President Bashar al-Assad captured and then shot dead 27 young men in northern villages and two foreign journalists were killed in shelling of the besieged city of Homs, activists said on Wednesday. The two Western journalists were killed on Wednesday when shells hit the house they were staying in, activists and witnesses said. They were named as Marie Colvin, an American working for Britain's Sunday Times newspaper, and French photographer Remi Ochlik. A witness told Reuters by phone that shells hit the house where the journalists were staying and a rocket hit them as they were escaping. Violence continued to spread. Several YouTube videos taken by local activists in Idlib, which could not be independently confirmed, showed bodies of young men with bullet wounds and hands tied lying dead in streets. The men, all civilians, were mostly shot in the head or chest on Tuesday in their homes or in streets in the villages of Idita, Iblin and Balshon in Idlib province near the border with Turkey, the Syrian Network for Human Rights said. "Military forces chased civilians in these villages, arrested them and killed them without hesitation. They concentrated on male youths and whoever did not manage to escape was to be killed," the organization said in a statement. "Responsibility for this massacre lies with the general commander of the military and armed forces, Bashar al-Assad," the statement said, adding that only one youth survived the shootings. One video shows the body of three youths, one visibly shot in the chest, on the floor of a house in Balshon. "This is martyr Hassan Abdel Qadi al-Saeed, his brother Hussein and (their relative) Bashir Mohammad al-Saeed. They were liquidated by Assad's forces in the February 21 massacre," a voice of a man showing the bodies says, with the sound of women wailing in the background. The raids came as the United States appeared to open the door to eventually arming the Syrian opposition, saying that if a political solution to the crisis was impossible it might have to consider other options. The comments, made by officials at both the White House and the U.S. State Department on Tuesday, marked a shift in emphasis by Washington, which so far has stressed a policy of not arming the opposition and has said little about alternatives. "We still believe that a political solution is what's needed in Syria," White House spokesman Jay Carney said. "We don't want to take actions that would contribute to the further militarization of Syria, because that could take the country down a dangerous path. But we don't rule out additional measures." Asked if the United States was shifting its stance on arming the rebels, U.S. State Department spokeswoman Victoria Nuland said Washington did not want to see the violence increase and was concentrating on political efforts to halt the bloodshed. "That said ... if we can't get Assad to yield to the pressure that we are all bringing to bear, we may have to consider additional measures," she said, declining to elaborate. Zumba's Latin rhythms on the move in the fitness world

<p> </p><p>On a rooftop parking lot, with temperatures in the chilly low 50s, a crowd of all ages shimmied and shook, sweated and smiled as DJ Francis played an eclectic mix of dance music. But this wasn't just another wild South Florida party. It was a special Zumba class for charity, led last month by the creator of the global craze, Alberto "Beto" Perez. The charismatic Colombian in cargo pants — who has become a rock star in the fitness world — climbed onto the roof of a Chevy minivan that doubled as a stage. He demonstrated salsa steps, the merengue march and many other Latin-inspired dance moves — all while also cuing the drummer and the bongo player. For an hour, 75 of his adoring fans — and even the minivan — moved to the beat. "Everybody loves it; everybody has fun," Perez said while posing for pictures with his Zumba faithful, some of whom had traveled from as far as Canada. Two days later, Perez flew to New York to appear on the TV morning show "Live! with Kelly." "You must be so rich by now," host Kelly Ripa gushed to Perez, 41. Perez's Zumba classes, with the motto "Ditch the Workout, Join the Party," were strictly a South Florida phenomenon 10 years ago. Today, Zumba Fitness has become the largest branded fitness program in the world, with about 12 million people taking Zumba classes weekly at 110,000 locations in at least 125 countries, according to company spokeswoman Allison Robins. The private company won't reveal information about the company's finances or its net worth. But at a time when most of the world is struggling economically, Zumba Fitness' empire appears to be flourishing. It is doing so on the strength of a growing army of certified instructors who spread the Zumba gospel to such distant outposts as Iceland, Papua New Guinea, Nepal and even Afghanistan — at the Kabul Community Center. Many fitness crazes have come and gone. Staying power is tough in the ever-evolving fitness industry. John Figarelli, founder of the National Fitness Hall of Fame Museum and author of "The History of Fitness: Fads, Gimmicks and Gadgets," said: "I think the owners of Zumba did a great job of getting it going from a business standpoint." Zumba Fitness does not charge gyms to carry its classes. Instead, it trains instructors and gives them the license and use of the trademark if they join the Zumba Instructor Network. "We're helping the instructors to become entrepreneurs and make a living out of it," said company co-founder Alberto Aghion. Exercise as a business It's a sound strategy, said Figarelli, whose book covers 100 years of working out, from 1900 to 2000. "Most group-exercise instructors will just go with the next popular class. But if Zumba is your business, instructors will stay with that." Ensuring instructors are successful has become the company's main mission. "We have three people who all they do is call up gyms all day and try to find instructors employment," said company co-founder Alberto Perlman. The company has made Zumba instructors easy to find, with a worldwide listing that includes all of their network instructors' classes regularly updated on the company's website. Instructors also receive new music and choreography about every two months. The music department now creates music just for Zumba classes, with original songs that include "Zumbalicious," "Que Te Mueve" and "Caipirinha," which was a No. 1 song in Israel. Zumba Fitness makes its money on its instructors academy, instructors courses, monthly fees from instructors in its network and on all its brand merchandise. The company has built its own line of hip, colorful clothing and footwear, workout DVDs, two video games, original music and a lifestyle magazine, Z-Life. This was not the business model when Zumba Fitness was founded in Aventura, Fla., in 2001 by the "three Albertos" — creator Perez and boyhood friends Perlman and Aghion, both entrepreneurs in their mid-20s and natives of Colombia. The trio's original plan was simple: produce VHS workout tapes of Perez's popular South Florida classes to sell around the country on infomercials. An inspired ad-lib Perez fell in love with dancing at age 7 by watching a VHS tape of the 1978 movie "Grease," starring John Travolta. At age 16, he was teaching aerobics classes for $1 an hour. One day, he forgot his prepared music. All he had in his backpack was a cassette tape of merengue and salsa music he'd recorded off the radio. His morning class was full of moms who had dropped their kids off at school. "I can't say, 'Hey sorry, I forgot my music,' " Perez said. "I say to the people, 'I have a new class I prepared for a long time.' It was not true. I improvised for one hour." The moms loved the dancing exercise. Perez turned it into a regular class in Cali. He soon moved to the Colombian capital of Bogotá, where he continued those classes and became a choreographer for Sony Music and Shakira. In 1999, Perez came to the United States for the first time. He pounded the pavement on South Beach, going from gym to gym. Nobody was interested in this new dance exercise class by a guy who couldn't speak English. On his fourth trip to Miami he landed a job at the swanky Williams Island Spa in a development where several Colombians lived. Some had even taken classes with him in Bogotá. Within a year, Perez was in demand, teaching 22 classes all over South Florida. At the same time, Perlman and Aghion were looking for a new business venture after the dot-com bubble burst, bringing down their Internet company, Spydre Labs, an incubator for Internet startups related to Latin America. Enter Raquel Perlman. While Alberto Perlman was telling his mom about how badly he was feeling for laying off people, she was telling him about how happy she was taking Perez's classes, where were then called Rumbacize. "You should meet Beto and maybe start a gym together," she told her son. "He's the talk of Aventura." Perlman watched a class and was reminded of people having fun at a nightclub, but without the drinking and pickup lines. "Beto, have you heard of Billy Blanks' Tae Bo? Why don't we do VHS tapes and sell them on television?" Perlman said he told Perez. In August 2001, they and Aghion founded Zumba Fitness. To create a demonstration video to show investors, the three stayed up all night laying down boards to create a dance floor on the beach outside a Sunny Isles hotel. About 200 of Perez's students paid $20 each for the class, raising an additional $4,000. When the infomercial began running on TV, people rang the call center in Ohio to buy the videos, and a few also asked how to become Zumba instructors. Those callers were forwarded to Zumba's office — at Aghion's home. After a few 2 a.m. wakeups, Aghion realized this was another business opportunity. Zumba Fitness also has greatly benefited from Internet advertising and social media. Many people discovered Zumba via YouTube videos. Zumba Fitness started a Facebook page about a year ago and now has more than 3 million fans. Zumba is mentioned every 11 seconds in social-media platforms, Robins said. It's not clear yet if Zumba will have a long shelf life or be added to the long list of exercise fads, said Walter R. Thompson, professor of exercise science at Georgia State University. He'll watch to see how it fares over the next few years in a worldwide survey that ranks fitness trends. "I hope it stays around," he said. "It's motivating a lot of people to exercise."</p>

UN watchdog says nuclear talks with Iran failed

<p> </p><p>The U.N. nuclear watchdog said on Wednesday it had failed to secure an agreement with Iran during two days of talks over disputed atomic activities and that the Islamic Republic had rejected a request to visit a key military site. In the second such trip in less than a month, a senior team from the International Atomic Energy Agency (IAEA) had travelled to Tehran to press Iranian officials to start addressing mounting concerns that the Islamic Republic may be seeking to develop nuclear weapons. The outcome seems likely to add to already soaring tension between Iran and Western powers, which have ratcheted up sanctions on the major oil producer in recent months. "During both the first and second round of discussions, the agency team requested access to the military site at Parchin. Iran did not grant permission for this visit to take place," the Vienna-based IAEA said in a statement after the Feb 20-21 talks. The IAEA named Parchin in a detailed report in November that lent independent weight to Western fears that Iran was working to develop an atomic bomb, an allegation Iranian officials reject. "It is disappointing that Iran did not accept our request to visit Parchin. We engaged in a constructive spirit, but no agreement was reached," said IAEA Director General Yukiya Amano. Earlier, Iran's envoy to the IAEA, Ali Asghar Soltanieh, told the country's ISNA news agency that Tehran expected to hold more talks with the U.N. agency, whose task it is to prevent the spread of nuclear weapons in the world. But Amano's spokeswoman, Gill Tudor, made clear no further meetings were planned: "At this point in time there is no agreement on further discussions," she said. Iran rejects accusations that its nuclear program is a covert bid to develop a nuclear weapons capability, saying it is seeking to produce only electricity. But its refusal to curb sensitive atomic activities which can have both civilian and military purposes, and its track record of years of nuclear secrecy has drawn increasingly tough U.N. and separate U.S. and European punitive measures. The United States and Israel have not ruled out using force against Iran if they conclude diplomacy and sanctions will not stop it from developing a nuclear bomb. In Washington, no immediate comment was available from the U.S. State Department on the IAEA statement. The five-member IAEA team led by Deputy Director General Herman Nackaerts was seeking answers from Iran about intelligence suggesting its declared civilian program is a facade for a weapons program. STILL TIME FOR DIPLOMACY? Last year's IAEA report suggesting Iran had pursued military nuclear technology helped precipitate the latest rounds of European Union and U.S. sanctions, which are causing economic hardship in Iran ahead of a parliamentary election in March. One key finding was information that Iran had built a large containment chamber at Parchin southeast of Tehran in which to conduct high-explosives tests, which the U.N. agency said were "strong indicators of possible weapon development." The IAEA said intensive efforts were made to reach agreement in the talks on a document "facilitating the clarification of unresolved issues" in connection with Iran's nuclear program, particularly those relating to possible military dimensions. "Unfortunately, agreement was not reached on this document," it said in an unusually blunt statement. The IAEA mission's lack of progress may also have an impact on the chances of any resumption of wider nuclear negotiations between Iran and the six world powers, the five permanent members of the Security Council plus Germany. The West last week expressed some optimism at the prospect of new talks, particularly after Iran sent a letter to EU foreign policy chief Catherine Ashton promising to bring "new initiatives," without stating preconditions. But the United States and its allies may become more reluctant if they feel that the Islamic state is unlikely to engage in substantive discussions about its nuclear activities. The deputy head of Iran's armed forces was quoted on Tuesday as saying Iran would take pre-emptive action against its enemies if it felt its national interests were endangered. "Our strategy now is that if we feel our enemies want to endanger Iran's national interests, and want to decide to do that, we will act without waiting for their actions," Mohammad Hejazi told the Fars news agency. In retaliation for oil sanctions, Iran, the world's fifth-largest crude exporter, has threatened to close the Strait of Hormuz, conduit for a third of the world's seaborne oil, while the United States signaled it would use force to keep it open. The White House said there was still time for diplomacy. "Israel and the United States share the same objective, which is to prevent Iran from acquiring a nuclear weapon," White House spokesman Jay Carney said when asked about a weekend visit to Israel by National Security Advisor Tom Donilon. Murdered man found in Abbotsford farm field

<p> </p><p>The Integrated Homicide Investigation Team (IHIT) has confirmed it's investigating a murder after a man was found dead in a muddy Abbotsford field on Sunday morning. "It is too early to say whether this is gang-related or a targeted killing," said IHIT spokeswoman Sgt. Jennifer Pound in a press statement on Monday morning. Investigators' first priority is to identify the victim and confirm the cause of death, said Pound. The man, believed to be between 20 and 30 years old, was found in a field in the 33600 block of Farmer Road. Investigators are hopeful an autopsy Monday will shed some light on the victim's identity and the cause of death, said Pound. A man out on a Sunday morning drive discovered the dead man lying 10 metres off Farmer Road. He called police around 9:20 a.m. and then waited until officers arrived, said Abbotsford Police Const. Ian MacDonald on Sunday. IHIT was called out to the scene later in the day to investigate the strange circumstances. "Certainly it's suspicious for a person to be 10 metres off a roadway in the middle of a farm field and be dead," MacDonald said. However, at the time, police officers didn't see obvious signs as to whether they were dealing with a heart attack or a homicide, he said. Residents of the rural area said officers and a police dog spent Sunday scouring a raspberry field on the north side of Farmer Road close to the intersection with McCallum Road. Mark Vaandrager, the owner of a nearby nursery, said he and his family noticed the police combing the field for evidence when they went to church at 9:30 a.m. Sunday. Although officers provided residents with few details, Vaandrager doesn't feel people living in the area are in danger. "It doesn't seem like it's somebody local, so I'm not scared it's some random thing," Vaandrager said, adding the victim is likely someone with ties to gangs or the drug trade. "It's an unfortunate thing that happens in the Fraser Valley," he said. "It seems to be tied to the drug mess." IHIT members will continue to canvass the area and conduct neighborhood inquiries, said Pound. The dead man is Abbotsford's second murder victim of 2012. Ryan Saint-Ange, 21, was found dead in a home on 56th Avenue near the Aldergrove border on Jan. 14. No arrests have been made in the case but investigators do not believe it was gang-related.</p>

Chris Lindsay, 34, died after a night out in Calahonda, on the Costa del Sol, with work colleagues last summer. He was found lying unconscious in the street, without his passport or money, and rushed to hospital in Malaga, but succumbed to his injuries five days later. Chris had been out with a meal with a group of friends and went on to a bar with a senior colleague, but the pair became separated before the end of the night. Four months on his family say they are no closer to learning what happened to the marketing officer and father of three. Chris's father Harry, 63, from Airdrie, North Lanarkshire, said he was determined to get answers from the Spanish authorities so he could tell his grandchildren what happened to their father. He told STV News: "The oldest boy Ryan is 10, so I speak to Ryan and as you can imagine the boy is missing his dad. "We want answers. We have got to have answers because I've got to tell his sons at a later stage and obviously for ourselves as well. "I want to know the police reports and I want to know the post mortem reports. That's all we are asking for. If anything untowards has happened, if Chris has been murdered, then that's up to the authorities to take that up, but I want to know exactly what happened to my son." Mr Lindsay is travelling to Brussels in two weeks time hoping politicians at the European Parliament can help him speed up the justice process. "I'm not going to rest until I actually find out." he said. Teenagers jailed for south London murder

<p> </p><p>teenager accused of two gang murders at the age of 16 has been sentenced to a life term. Jordan Williams was told on Thursday he would serve a minimum of 18 years for murdering Daniel Graham, 18, who was stabbed 24 times in 45 seconds. Williams, who turned 17 last month, was part of a gang which attacked Graham as he stepped off a bus on 29 January last year. Williams was later arrested for the murder of promising athlete Sylvester Akapalara, 17, who was shot dead in Peckham, south London, a month before. But a jury cleared him of that killing, which resulted in Sodiq Adeojo, 20, being jailed for a minimum of 30 years, also on Thursday. Williams, Colin Aghatise, 16, and Lennie John, 24, all from Peckham, were found guilty on Wednesday at the Old Bailey of murdering Graham. Williams and Aghatise were ordered to be detained during Her Majesty's pleasure, with Aghatise given a minimum term of 15 years. John, 24, was jailed for life with a minimum term of 22 years. They were said to be members of the GMG gang, which is said to stand for various names, including Guns, Murder and Girls. Graham was attacked with knives and a broken bottle in front of horrified passengers as he got off a bus in East Dulwich, south London. He was helped back on to the 176 bus by passengers, but died from his injuries. Judge Timothy Pontius told the defendants: "Daniel Graham was murdered in circumstances of horrific and merciless brutality. "He was killed in an attack which, for all its brevity, was intensely ferocious. "At least four, and probably more, played an active part. They were acting like a pack of hyenas." Williams had taken one of two lock-knives he kept at home to a party where violence was likely to arise at the meeting of two opposing groups. Williams and Aghatise were both 15 at the time. All three defendants were from decent homes and had good academic achievements. But on the night "they all too readily followed the pack instinct". The court was told that Williams was a server at his local church and had been elected chairman of his school council. And John's mother was said to work at a central London magistrates court. Duncan Penny, prosecuting, said trouble flared at an under-18s event at Dulwich Hamlet football club and a gun was fired, hitting a youth in the leg. He said a row broke out between Graham's friends and another group of youths. Penny said: "Daniel's group was punched and knives were produced and it appears a firearm was discharged and at least one shot was fired. "Daniel's group fled the party and their escape route took them past East Dulwich railway station. They were pursued by members of the defendants' group." Graham had tried to take refuge on the double-decker bus before changing his mind and jumping off. But he was attacked in front of passengers by a large group of youths who subjected him to "a volley of punches, kicks and stamps" to the body and head. Penny said CCTV on the bus showed the time of the attack as 12.09am. "It lasted in the region of 45 seconds," he added. "In that short period he had received 24 stab wounds, having been descended upon by a group of murderers." Passengers made the driver drive off while Graham, who was covered in blood, was laid across two seats by a nurse and her sister. After seeing some of the attackers at the next stop, the bus drove on until police and an ambulance reached it in Lordship Lane. Williams and John were identified by a youth who had viewed them rapping on YouTube. Aghatise's DNA was found on a broken bottle with Graham's blood on it. Graham had gained seven GCSEs and was doing business studies. He did voluntary work for the NSPCC children's charity in his spare time. His mother, Stephanie, said in an impact statement to the court that she had been devastated by his death. She added: "Everyone loved Daniel. He was instantly likeable to all who knew him."</p>

Hells Angel charged over Sydney ice labs

<p> </p><p>Police say they have charged a senior member of the Hells Angels bikie gang over the discovery of two illegal drug laboratories earlier this week. The 33-year-old man was arrested with an alleged Hells Angels associate on Wednesday afternoon at an apartment block at North Ryde, in Sydney's north-west. Police say they found drugs and a loaded handgun at the unit. The apartment was raided by officers investigating the discovery of two methylamphetamine labs on Tuesday in the city's south-west at Catherine Field and Narellan. Specialists from the Drug Squad's Chemical Operations Team are still working to dismantle the equipment and chemicals used in the manufacture of ice. Both men arrested yesterday have been charged with drug manufacture and other drug offences, while one has been charged over the pistol. Two other men who were arrested at the lab sites on Tuesday, aged 36 and 41, remain before the courts.</p>

1993 £1m Felixstowe heist: Suspect Eddie Maher was 'bankrupt'

<p> </p><p>A man wanted in Suffolk over a £1m heist in 1993 had been declared bankrupt with debts of more than $30,000 (£19,000), American court papers have revealed. Eddie Maher, 56, originally from Essex, was arrested on 8 February after being found in Ozark, Missouri. Mr Maher had $85 (£54) in his bank account when he filed for bankruptcy in 2010. He is due in court in America on 22 February for a preliminary hearing. Anonymous tip-off Mr Maher disappeared in 1993 after a security van packed with cash was taken from outside a bank in Felixstowe. The former security guard, who had been living in South Woodham Ferrers when he disappeared, has been charged with immigration and firearm offences in the United States. Bankruptcy papers filed in November 2010 revealed Mr Maher had got into financial difficulties. They showed that he had $17,061 (£10,881) of loan and credit card debts. He also owed $1,759 (£1,121) in hospital and doctors bills and $3,148 (£2,007) in unpaid tax. The security van disappeared after stopping outside Lloyds Bank, in Felixstowe, in January 1993 Assets listed on the court papers included a rifle and digital camera valued at $170 (£108) and a 1997 Mercury Mountaineer car valued at $1,700 (£1,083). He was working as a broadband technician and earned $1,896 (£1,208) a month. His monthly expenses totalled more than $1,807 (£1,151). 'Financial management' course The papers also revealed Mr Maher and his family regularly moved home. Between May 2007 and September 2010, they lived in three addresses within the Ozark area. After being declared bankrupt in November 2010, Mr Maher was forced to complete a course in "personal financial management" on 13 December 2010. Police in America arrested Mr Maher after receiving an anonymous tip-off that he was a "fugitive wanted in England". Papers from a US District Court, in Springfield, Missouri, revealed Mr Maher cannot afford a lawyer. Suffolk police is looking to start extradition proceedings to bring Mr Maher back to the UK.</p>

<p> </p><p> They have all been branded by police as underworld figures with links to organised crime. Yesterday, community safety MEC Dan Plato said he was concerned about these developments. "I am worried about the fact that so many high-profile underworld figures are involved in Cape Town. I am worried about the number of foreign nationals involved in organised crime in Cape Town. "My question is: why are all these foreign people heading for Cape Town, doing their business in Cape Town and finding Cape Town so cosy and appropriate?" Plato said new names of underworld figures were daily being added to the list "known to us". The latest high-profile case involves local businessmen Mark Lifman and André Naudé, who both allegedly ran Specialised Protection Services, providing security to Cape Town nightclubs, without the necessary permits. On Friday, Naudé, the company's CEO, was released on R1000 bail after handing himself over to police. A warrant of arrest has been issued against Lifman, who is in China on business. Charges against 13 of the company's bouncers, including Taleb, were dropped last week. Yesterday, Russol appeared in court accused of extorting R600000 and a Porsche Cayenne from businesses in and around Cape Town. His bail application was postponed to tomorrow. Next month, Gavric is set to appear in court on two cases. He is accused of fraudulently entering South Africa in 2007 and is also facing extradition to Serbia, where he has to serve a 35-year jail sentence for three murders. The Serb was driving Cyril Beeka when Beeka was killed in a drive-by shooting last year. Beeka, too, has been branded an underworld figure. He is also said to have had links to SA Secret Service boss Moe Shaik. Last week, Western Cape police commissioner Lieutenant-General Arno Lamoer told parliament that drugs with a street value of R12-billion had been confiscated in the province since April , and that this was just the tip of the iceberg. Plato said that though police had managed to prevent drugs from finding their way into the provinces via the roads, the ports were "wide open". He said: "We heard through the grapevine that [some] underground figures are also responsible for drug trafficking. "We're dealing with high-profile, professional and sophisticated gang and drug bosses and we need people to outplay them. I do not believe the SAPS in its current format is in that position," he said. Plato said this was a clear indication that specialised police units should be reinstated. Plato said he had met Lifman and businessman Jerome Booysen, who have both been linked to the underworld. Booysen has been fingered in court as a possible suspect in the Beeka murder. He has also been linked to Specialised Protection Services and suspected of being a leader of the Sexy Boys gang. Both men, Plato said, wanted to clear their names and insisted they were not involved in crime. He admitted that he had been criticised for meeting the two, but said it was the right thing to do. "Many are saying: 'Don't speak to gangsters.' My take is, if we are not going to start speaking to these people, who is going to talk to them? Who is going to change their mindsets? "Booysen is the president of the Belhar Rugby Football Club. He deals with vulnerable youngsters. It was appropriate for me to face him and challenge him. But he said: 'I'm not giving them drugs'." Plato said Lifman had denied being linked to the murder of Yuri "the Russian" Ulianitski. Ulianitski was killed in a late-night ambush that also claimed the life of his four-year-old daughter, Yulia, in May 2007. After meeting Plato, Lifman left the country. Lawyer William Booth confirmed a warrant of arrest had been issued against him. Hawks spokesman McIntosh Polela said the elite unit had embarked on a "crackdown on the security industry in Cape Town".</p>

The superstar singer died in her hotel bath on Saturday after taking a host of powerful sedatives. And last night, sources claimed her drug taking had spiralled out of control in recent months, turning her into a virtual “zombie”. The 48-year-old had become a tortured recluse, regularly spending most of the day in bed before emerging in the evenings to party. Police are now anxious to find out how a recovering crack addict with a long history of drug and alcohol abuse was able to get hold of such a vast quantity of pills. A source said: “The only way Whitney could function was on a cocktail of different drugs – uppers, downers, sleeping pills, painkillers, a whole medicine cabinet. “She was living like a zombie – always on medication. The more she took, the more she needed. “With alcohol in the mix, this was a tragedy waiting to happen. But she needed quite a network to obtain drugs in that kind of number.” Officers will begin their probe at the infamous Mickey Fine pharmacy in Beverly Hills, where Michael Jackson got his prescription drugs. It’s believed at least some of Whitney’s medication was obtained there. Bottles of Lorazepam, Valium and Xanax were found in her suiteat the Beverly Hilton Hotel. All three are used to treat anxiety disorders, while Valium can also ease alcohol withdrawal symptoms and muscle spasms. It’s thought Whitney was also taking painkillers and sleeping pills. Police and the LA county coroner are working on the premise that a combination of drugs and alcohol caused the star to become heavily sedated or overdose – ultimately leading to her death. It’s also possible that she suffered a heart attack caused by an adverse reaction to her medication. An autopsy was performed on Sunday but officials said they wouldn’t have any definitive answers until drug tests are completed in several weeks. Another theory was that the singer took sedatives, fell asleep and drowned in the tub. Police say Whitney was found underwater and unconscious. But the coroner told her family there was not enough water in her lungs to conclude that she had drowned. Detectives are expected to treat the investigation the same way they handled Michael Jackson’s death. They discovered dozens of doctors were supplying the King of Pop with different prescription drugs. Jackson’s personal physician, Conrad Murray – who administered the fatal dose of hospital anaesthetic Propofol – was later found guilty of manslaughter. Yesterday, it emerged that Whitney had visited a doctor at a private clinic in Beverly Hills just two days before she died. US X Factor winner Melanie Amaro revealed that she bumped into Whitney at the surgery on Thursday. Whitney is also known to have visited other private clinics on February 7 and February 2 – and it’s possible that she visited other doctors as well. It’s thought police will also probe whether she used friends, staff or hangers-on to get prescriptions in their own names and then hand over the pills. Detectives are piecing together Whitney’s physical and emotional state before she died. She seemed to have slid back to the days when she and husband Bobby Brown regularly abused drugs and alcohol in week-long party binges. On Thursday night, Whitney looked wild-eyed and dishevelled as she left Hollywood’s Tru nightclub, where she joined revellers at a bash thrown by American singer Kelly Price. She had scratches on her wrist and blood running down a leg and witnesses say she reeked of booze, sweat and cigarettes. Whitney downed tequila at the party and went berserk when she saw her on-off toyboy lover, singer and actor Ray J, 31, talking to another girl. One witness said the former powerhouse vocalist who sold more than 170million albums worldwide seemed “wasted”. Pattaya's foreign criminals feel the heat

<p> </p><p> </p><p>This is why the Provincial Region 2 has established the Transnational Crime Coordination Centre (TNCC) to deal directly with foreigners who come to Thailand to commit crimes. The existence of the centre has shed some light on how diverse the transnational gangs in Pattaya are and how their illegal businesses in this tourist centre have flourished. French nationals Nagim Hassainia, 33, and Samir Raihane, 41, who are suspects in a credit card fraud case, were arrested on Feb 2. The suspects were nabbed at a hotel in Pattaya after police found them withdrawing money from an ATM using forged credit cards containing information stolen from other countries. They sent 70% of the money back to their networks in France and took the rest of the money, the TNCC said. At least 10 members of the French gang are thought to be still on the loose. Some of them are responsible for stealing credit card information and ATM pins using a skimmer. Police seized 31 fake credit cards and 125,000 baht from the suspects. "This case could cause serious damage to Thailand's reputation," said Pol Lt Gen Panya Mamen, chief of the the Provincial Police Region 2. He said there were many foreign criminals on Pattaya's streets _ and one way to better deal with them was to improve the capacity of the TNCC, especially its ability to gather information and put it into the police database. "I have to admit there are a lot of foreign criminals who are tourists in disguise. Some are here to work with their Thai counterparts, while others act on their own," Pol Lt Gen Panya said. "Some are paedophiles. Others are criminals wanted by police in other countries yet come here pretending to be language teachers. All this makes Pattaya sound like a horrible city." Pol Lt Gen Panya hoped the Provincial Police Region 2 would achieve its goal of significantly decreasing the number of "unwanted visitors" in Pattaya within six months. The Provincial Police Region 2 is also stepping up efforts to strictly enforce the Immigration Act in which foreign suspects who are found to have criminal records or believed to be involved in a crime will have their visa nullified immediately and be extradited. These suspects will also be blacklisted by Thai immigration authorities. "They normally move around from Pattaya to Phuket, Koh Samui, Chiang Mai and then return to Pattaya again. If we can pool information, it will become easier to track them," Pol Lt Gen Panya said. Different gangs committed different crimes, ranging from theft to murder, he said. Pol Lt Gen Panya said some French gangs were known to be involved with fake credit cards and ATM cards. He said some Colombian gangs were involved with theft, whereas some Taiwanese gangs were linked to call centre scams. Pol Lt Col Chitdecha Songhong and Pol Capt Prajakpong Suriya of the TNNC, who arrested members of a French gang, agreed that inter-agency cooperation was crucial to uprooting a transnational gang. Pol Capt Prajakpong said it was difficult to locate foreign suspects even if police had pictures of them because they were frequently on the move and it was not easy to find information about them. "Pattaya is a popular criminal base because it's a hub of tourists and expatriates and the city has a lot of diamond and gold shops," he said. "The city also has many unregistered or illegal residential services which allow those criminals to stay here and hide away from immigration authorities." The TNNC is working with embassy officials in Pattaya and local banks to keep an eye on foreigners who come to the city to commit crimes.</p>

Arrest made in death of Dartmouth student in Spain

<p><br />Spanish police have arrested a man in Barcelona in connection to the Jan. 7 death of a Dartmouth College student Crispin Scott. Scott, who was to graduate from Dartmouth in 2013, was found dead in Barcelona, Spain, days after arriving in the city to participate in a study abroad program offered through Portland State University. Early autopsy reports indicated drug overdose was the cause of death, according to the Spanish newspaper El Periodico de Catalunya on Saturday. However, the final autopsy report revealed the amount and type of drugs, a powerful barbiturate, indicated his death was not the result of a night of partying as first suspected of the college student, though friends and family said he was a good student and athlete. The final autopsy results caused police to investigate the background of the landlord of the apartment Scott had been found in. The landlord had acted cold during the investigation, police had noted, according to El Periodico. Police learned the man, whose name has not been released, had been accused by a young man in 2009 of drugging and violating him. Police arrested and charged the landlord with murder on Wednesday, according to El Periodico. He is accused of giving Scott a drink containing a dissolved barbiturate. After police searched the man's home and another Barcelona apartment he frequented they found two dozen photos of young people, unconscious and in different states of dress and undress. Police believe he had photographed them after giving them a mixture of tranquilizers. Police believe these young people had been sexually assaulted by the man and that possibly this landlord is a serial rapist. Scott had just arrived in Barcelona to participate in a two-month Academy of Liberal and Beaux-Arts program sponsored by Portland State University when he was found dead.</p>
